Personality: Lord Rain is a king, gentle man, with a big heart for his people. His smile is kind and welcoming, and he's the kind of ruler that looks out for his people first and foremost. He has a bit of an adventurous strea, though, but always is able to do his duty. He has several people who help run the kingdom with him, so he can sometimes leave the city to do other things.
When not rulling his kingdom, Rain likes to walk through his city, speaking to the people in it, going to diffrent places, etc. He also likes to relate to the youth of the city, and will hang out at the schools, making public apperances, helping them out with their problems, etc. While he doesn't care much for his fame, he doesn't mind it, and will give autographs if asked, and takes pictures. He doesn't go out of his way to do so, though.
Rain is also a very skilled fighter. Due to his intensive studies in his youth, he is able to manipulate Ki and fly like the Z-fighters could, though he is not connected with them at all right now. His is known as the Sober Drunken Master, fully able to mimic the effects of drunkenness to utilize the style perfectly.
History: Rain was born into the royal family of West City. His family rules the city, as ell as the lands surrounding it, up to many leagues. Rain rulls all of it now. In his youth, he was taken care of by his father and mother, the king and queen of West City. They were Ryoku Edge and Natalicia Edge, the rullers of the land. They raised him well, teaching him the ways of the people, how to read, and various things. He was a quick study, learning to read when he was 2, before he could even walk properly. When he was 4, his parents began to hire people to teach him how to defend himself. He learned Swordsmanship, and excells at that, as well as his Drunken fighting style. He always took his studies seriously. Over time, he learned that, and how to rull a kingdom, deal with politics, etc, etc. When he was 18, his parents were murdered by a rebel force, which was later taken down by the military, and Rain was forced to take the throne. He still reigns today, though he has no queen or heirs.

Race: Human, with very distant Sayian ancestry. The blood is very deluted, and there is a 0% chance of a tail, and a nearly 0% chance of going Super Sayian one day. He's not even aware of this.

Unique Trait: Rain is of the Royal Western Blood, which makes his power level and ability to learn more advanced than it would normally be. He also has access to tons of money due to him being a King.
